Known for his entrepreneurial mindset and strategic leadership, Kozera has successfully directed large-scale projects across Florida and Pennsylvania, navigating complex regulatory environments and delivering infrastructure on time and within budget.

Kozera's expertise spans land development, site engineering, and vertical construction, with a deep command of cost analysis, scheduling, permitting, and contractor negotiation.
